Short answer
An IELTS Speaking mock test is a practice interview run to the timing and format of the real test (Part 1, the Part 2 cue card, Part 3). It is held one-to-one with a tutor and gives you immediate feedback and an estimated band range against Fluency and Coherence, Lexical Resource, Grammatical Range and Accuracy, and Pronunciation. It eases test nerves and shows up your weak points in concrete terms.
Who is a Speaking mock test for?

What is a Speaking mock test, and how does it differ from a full practice test?
A Speaking mock test applies the format, timing and assessment criteria of the real Speaking test to a practice interview. Practice under real test conditions is possible for all four IELTS skills; the session on this page covers Speaking only, as a one-to-one interview that takes in Part 1, the Part 2 cue card and Part 3. Why does a mock interview work?
Even a single Speaking mock test shows what slows you down in the test. Are you wasting the preparation minute in Part 2, keeping your answers too short, or concentrating on pronunciation at the expense of fluency? Knowing this lets you spend the rest of your preparation time where it counts.
